I've seen the CIA Factbook on Iraq ingame and the CIA Director's advice. Neither of them mention ideology at all.

My guess is that Iraq's joined in an agreement with the aliens from X-com.

I really hope that the Soviets don't actually unleash hell ( again ).  The only thing that is better than nuclear war, is achieving a Utopian world peace...and THEN unleashing a mass nuke attack that destroys every other country on Earth. 

And to do that, we need the economy in better shape.
