I presume that the 'no-recharge-shout' thing is a mod.
You can do it with a console command, or if you have cloaks of skyrim, graybeards mantle+amulet of talos+talos blessing+Merokie/one of the masks from dragonborn, Give you like 95%-100% reduced recharge rate, then if you have skyre, you can use speech to lower that further. This is why things need a diminishing returns system like EVE for things like this
Basically how EVE manages it is that it does this, you have a percentage system so, say you start at 60%, if you activate a module that adds 20%, it doesn't add a flat 20%, it adds 20% of the remainder/empty space. So starting at 0, you'd go, 20, then 20% of 80%, then 20% of 64% then 20% of 51.2% and you can see the numbers getting smaller each time. From 20%, to 12% then it just gets worse. In EVE where the lowest things you actually want to bonus as far as percentages go tends to 20% trending on average to about 50%, it makes it ineffective/inefficient when you use more than about 2 bonus giving items on a single target.
I'm in no brain space to do math. So if someone has a better way to explain that lemme know.
That 95%-100% could become like 50% if you did something like that.
Even the 60% you can get with just the base game+USP with Morokei and the Amulet+blessing, is pretty ridiculous, that's a fus every like 5 seconds.
So I've been experimenting, for an article I'm trying to write for submission into my schools semi-annual massive newspaper(It's about the size of 3 sunday papers generally), I feel I should preface it with that. But anyway, I've been experimenting with the Skyrim Sex Library, and the loverslab community of mods. I'm experimenting to see how hard it would be for the average teen/preteen who has Skyrim on the PC to install these mods(Actually pretty hard, some of the trouble shooting I've had to do just to get it working is ridiculous. Just getting a body mod to work with the animations took me 3 hours, and I've been installing these kinds of things for around 10 years now.) I'm basically writing an article about the Lovers Lab Community, the series of mods they put out. The morality from both sides, and the ease of use. Examining things like what the majority of mods on Lovers Lab do, and finally the measures they've put into place to keep children out of these mods(Literally none, go to LoversLab, there's not even an age gate.)
What I've found is pretty scary, again, there's no age gate on lovers lab and the 18 or older clause is hidden in the midst of their terms of use, the mods are relatively complex, but certainly nothing like installing FCOM, or some of the more insane morrowind mods at least early on(Installing EXEOpt, FPSOpt and MGE and then patching the game used to be hell, now it's like a 3 click process). They don't really police their site much, so there's things like borderline pedophiliac lolicon mods or mods about beastiality(dog penis', penis' on everything, etc), those I haven't touched with a 10foot pole. About the only redeeming feature I can find on their site, is that there's actually a large amount of women on the site. Like 1/3 of their small community is female or claims to be female, which is rare for communities like this, at least outside of ERP communities and the like.
The scariest part about the whole experience though, is how much more interactive the whole thing makes the game. Skyrim as a whole feels very static everytime I go through it. With this I'm just running the base games and a menagerie of various pornmods and realism mods, everything from Lovers Lab. adding anything from a prison experience(dragged out to the stocks in the day time, insulted by the populous for being a criminal, put back in your cell at night. Do it all again the next day), to bandits capturing you and giving you alternate gameovers rather than just killing you. Because it makes sense that something like a bandit wouldn't just kill you and steal your stuff, they'd capture you, sell you to someone, and given that you have no family that's elaborated upon in game, they'd probably just sell you into slavery, and take your stuff. I'm starting to find myself liking some things, and disliking others. And actually considering running some of these mods in my normal game, if only for the slightly seedy flavor added by them.
This'll actually be the third thing I submit to my school paper, and maybe the second thing I get published. Unfortunately the last thing I got published was like a year, 2 dorms or houses, a computer and a 7 state long drive ago, and I no longer have a copy of it, it was a similar nature to this, about ERP and general strange porn or game communities, like Darknest, and FP. I think I even mentioned dwarf fortress and bay12.
I made the mistake of calling myself a porn connoisseur in mocking to the head of my previous Uni's newspaper writing club. She challenged me to write about it. I couldn't deny her, she just had a smile that made me want to agree.
