The inn portion is just an inn, and the staff know nothing. Access to the offices in the rear is restricted; your spy will either have to talk his way in, or try to sneak in.
Talking his way in is less likely to get him killed, but someone might recognise him for what he is (Failure: identified as spy. Success: In offices, escorted)
He could try to sneak in late at night, but if anyone spots him, it will be hard to explain his presence. (Failure: arrested, possibly even killed. Success: In offices, unescorted)

You and what postal service?
For mail to be intercepted, it has to- at some point- go through official channels. Either that, or guards have to start searching everyone who might be carrying mail- a massive task of questionable efficiency. Certainly any sensitive documents are going to be delivered by people who know better than to declare what they are carrying and hand things over without a fuss- and if the guards start seizing mail, they are just going to avoid the guards.

Its going to cost him money. But seeing as there is plenty in the treasury, he should be able to.
Its also still just gonna make it that people just give it to a trusted herald and have him/her deliver it.
Seriously what spy or traitor in their right mind uses the national postal service to deliver things? They deserve to be caught if they do.

Problem with that is the city is walled, and what gates there are are manned by the guards. Would need a smuggler to get a message past the guards. And I don't think an underground mail service would be profitable...
