The mail thing, quite clever I must say. I think Avitus will be able to set up intelligence network that wil help clean up the city and be used for foreign espionage. And any letter in a foreign language can be simply witheld. There are no laws preventing censorship and monitoring of information.

In light of all this, how long before Ligoria becomes the new bogeyman for Storm Coast? Invasions, plotting offiicals and police state. sounds like Lot of fun to come.
