What I have here says its one point regardless. Even on a six, which seems silly- (natural)sixes, one feels, should be +2 with penalties. But fives being +1 seems semi-sensible. You can also attempt to increase population/prosperity through other means- EOY growth only represents what happens naturally. Send troops to 'encourage' people to move to the city, perhaps. Reduce this years trade taxes significantly to encourage merchants to set up in Talama.
Or whatever. Man, I dunno.

Most likely that criminal activity that can be linked with things like drugs or contraband is non-existent.
Ok, yeah, I was thinking more along the lines of 'negative things'. There are good reasons why people make certain goods illegal, other than 'flavour'. I was actually going to suggest that legal arms trade
increases criminal activity, and having lax laws compared to nearby cities
increases smuggler activity. Legal drug trade reducing criminal activity makes sense, though drugs being readily available to anyone should probably have
adverse effects on production.
