EDIT: For most people i already calculated their incomes and upkeeps. Sorry Tari, but as far as most players (and i for that matter) are concerned, upkeep > debts owed to other players/NPCs. A can be used to secure funds for B, funds are hard to come by without a way to stab faces to obtain

EDIT2: Tari, do me a favor and roll the trades anyway. The lack of a Port in the wiki simply means they dont have a merchant port. To assume a region doesn't even have a peasant village on the coast someone could anchor offshore and ferry goods to the main city is a little odd. Besides, I plan to make my trade actions simpler soon - going to just shore up a convoy to automate my income each season

The discount represents the anti-DE sentiment of Ligoria manifesting itself not only in a desire to join the army, but also to become professional soldiers capable of beating back the DE, and the patriotism of the blacksmiths and what not of Ligoria providing their goods on the cheap.
A four-ducat bonus, as a response to an invasion by the DE, seems relatively reasonable. I mean, they will need a lot more than that to really get rid of them.
And, to be clear, the bonus is manifested as four ducats flat, not as a percentage of what was spent this season. If Laythe decides to recruit even more regiments, she will not get further discounts, nor will she get discounts in further seasons (from this source)
