Oh, they do that all the time. Certainly any elvs they catch who refuse to swear exceedingly binding oaths of loyalty are treated this way- can't have the damn things breeding, now can we?
Indeed, treated individuals can be quite useful. They do retain ambition (historical evidence from our world proves this), although they lose a lot of their need for (self)respect, making them quite loyal, and willing to do things that might otherwise be considered humiliating.

Does that include the inn income? Because if so, that just makes things even harder for poor Hugo. Especially if you aren't keeping him posted on the situation, and are just expecting him to send money off to some unknown location.

The debt should be paid ASAP. Technically liquidation only occurs at the end of the season, though.

Ah, but no. Here I am making significant statements about the nature of the DE when it is not my place to do so. If Terenos (or Dwarmin for that matter) wants to add 'fear of Treatment' to his character's list of gripes with the DE, that's his decision.
I do like the idea of Elvs being treated, though. Seems appropriate. And gives an excellent backstory should it ever occur that a second Elv is added to the game- on the run from draconian men with sharp knives and a perverse glint in their eyes.

They, their relatives, and everyone else involved would be Hacturi. Old Hacturi, who never forgot the subtle arts of controlling humans to do their bidding. If Retcyl's powers, learnt from reading books, are anything to go by, the Dragons would be able to make the Elvs do it to themselves.
