They have city guard unit and no coastal guard or anything else, William has one guard unit and a tatical bonus, plus a +1 to fighting. I should be able to take them out...

They likely have a defensive bonus. And the +1 to fighting only applies to small scale melee, and the tactics bonus is useless in a straght-up fight.

They don't WANT him to win.

Wrong. They don't EXPECT him to win, and they are totally fine with that. But if he does win, holy shit, you guys, they will shower him with praise. His enemies will be forced to commit sudoku and he will be raised up to the highest (human) rank available. They certainly won't deliberately deny him any reinforcements just to guarantee his defeat.
His current forces are not a threat. He has requested and been granted the position of antagonist; he is meant to be a credible threat. If further reinforcements are required to fulfil this, he will get them.

Also, I am going to kindly request that the speculation as to William's failure or success at conquering a city with one regiment ends now.
