No. What the DE considers throwing away, the Storm Coast considers a major threat due to a difference in scale. They just think that they are so good that the continent-spanning empire just can't beat them. Perhaps, to a degree, they are right. The Dragon Empire does want the Storm Coast. If Terenos suceeds, they aren't going to just give the lands back and send him off on some new suicide mission. Instead, the nobles who stood against him will be forced to commit sudoku and the Artic Fox made a very powerful person back in the capital. And the Storm Coast will just become another demesne of the massive empire, and you will all become either Empire lackeys or rebels.

Quickly is wrong. Sure, they have all failed, but some have been quite successful before they were driven back. It is a credible threat.
