I never said they didn't see it, he could chase. A roll would need to be made for the chase
A rudder doesn't impede leaving, just steering. They'll be out in the middle of the sea before they probably notice the problem is the rudder. Which given what you lit on fire was part of a crate of Naval Supplies, they'll have to consume the unit to repair. You just cost them 6d +/- trade rolls
