Hmm.

It depends on how different the Legions end up being; if they really use a completely different form of discipline/weaponry, then the upgrades would almost be as expensive as just recruiting from scratch, requiring almost total retraining and rearming. But if the units basically just end up as heavy pikemen with extra training, then it would be easy to upgrade. So, uh, to answer your question: yes, but it might not be worth it, depending.

I don't think so. I think what ardas is going for is the Legions being a core of identically equipped regiments. Regiments which deviate from the heavy pikeman unit type serve as lighter, less important support units.
