I was thinking exactly that. There's probably some positive reinforcement to it as well. William is probably feeling strangely happy about getting to hang around the Hacturi.

Perhaps the Crow is an Elv (of a different bloodline)? That would explain his psychotic behaviour, as well as his lizard fetish.
Still FAR too unbalanced for a player to start off with. A regiment is a dedicated fighting force on land. Not a ship crew.

The Dragon Empire wants rid of him, they have given him barely enough troops and resources to make a dent in the Storm Coast. Which is to say, 8 regiments, upkeep paid for.
But seriously. 'Balance' is not solely reinforced through mechanics. As someone embracing the future, he is liable to get suspicious glances from other people. As a man of the sea, he would be disadvantaged on land, where most stuff happens.
And a regiment, I understand, is anywhere between 50-100 people. The crew of a large ship is going to be that large. One presumes that, as a pirate(hunter), his crew is used to a bit of hand-to-hand, maybe raiding coastal installations. It would be assumed that they would not go far from the ship, and if the regiment was lost, the ship would be less efficient.
If he's to start with a cannon and a raiding crew, he starts off with no money left (Though we can say that he just paid the crew, so until spring 417 hits he doesn't have to worry about maintenance costs

One regiment of marines (adds
sea raider to home ship, +0.5d/yr upkeep.
Sea raider is lost if regiment is lost)
No money, but wages and upkeep have been paid until spring 417a
