Not all crimes, no, but as pointed out, a great deal of them do. And noblemen as well; that shit is crazy bananas. Even if thieves get away with a slap on the wrist (with a sharp blade), noblemen who accidentally commit murder (you know how it is, walking down the street and whoops, committed murder again) are not going to just accept their punishment.
But I am assuming that the city is pretty tough on crimes regardless of nature, but if it really is only the really serious crimes that are cracked down on, I will change my post/idea to reflect this. Either way, the basic idea still works; refuge and aid to criminals makes money, provides spy recruits.

Plus the queen's sense of justice and pleasure is pretty warped. William only likes combat when he's got an adrenaline rush, he finds the arena a stupid waste of person.
Plus pretending to be the fount of justice while you murdered your own family is pretty hypocritacal..

Murder, Assault, thievery, talking wrongly about (the queen, the nation, or divine right) they all get you chucked in the arena. That's fifty percent of medieval crime. The punishments don't fit the crime. Plus most likely if you didn't kill theives you would cut their hands off or something evil, beggers probably get chucked in the arena regardless.

Beggers get a kick up the butt, thieves into the stocks. Nobles that murder get indicted THEN chucked into the arena (Though they aren't nobles anymore )

And the arena has been running for most of the time since Ligoria was founded...

Lirgoria is still barbaric, think about the labor you could use those murderers for! They could work in the mines all their life or until they pay off their debt to the family of the deceased. Is there even a trial system?

Yeah, see, that's not helping. Beggars get away with it, thieves get the stocks (ie a few days of humiliation; no punishment at all), whilst noblemen get executed for committing one lousy murder?

Kain knew he was a monster. He knew he opressed people, he didn't try and justify his actions in anyway, the only thing that kept him from destroying Elberth in a bloody holocuast is the vow he made to his father.

Oh by the way, molten lead in vats, a pourage vent and an iron door is a very good way to keep prisoners docile.
