Kathos does. He'll execute any murderer he finds, but he is not going to give them a slow, painful death... And the arena is basically that.

William likes efficent deaths for assassains and murderers, crippling them makes you more enemies in the long run plus teaching murderers how to kill people better is bloody stupid. I mean if the queen killed an assassain she would have to be thrown into the arena, kings have to follow the same laws as everyone else.

What are kings and queens gods?  The only thing that can't be held accountable in the court of law for their actions are animals and nature. Are kings eithier?

William isn't stupid, he wouldn't plan on saying that. He might think it if the Good Queen does something illegal, but he wouldn't say anything.

Mind you, this only Applies in Talama due to the troops nessessary to enforce this.

You had tourneys in medieval and early renaissance, and some variants of them weren't far from a gladiatorial matches. There was less killing and more showing off, but it was still prety vicious.
Besides, most military camps had a ring where soldiers either wrestled, boxed or fought with blunt weapons as part of the practice, with some gambling attached to it.

And since this is Storm Coast, i don't think that decadent nobles would deny themselves the pleasure of seeing a gladiator match. You could make it a sport as long as there are volunteers and they are paid. You know, just like boxers, only losers have a chance to die.
