Cmon, you'll just have untrained rabble running into other untrained rabble until such time as someone wins enough battles to field a real force, at which point they can curb stomp everyone in a large radius because hey, they're the only ones with a trained army.

Training should take instead, time. It takes -time- to get used to changing the armor you fight in, or the weapons you fight with. Maybe a mandatory season's training time for any upgrade, unit cant be used during that time except in defense?

Survive battles. Yes, it doesn't make sense, but it works better than just waiting a while.
