EDIT: If a province has demand increment for both industrial and staple and if there is a good that is both an industrial and a staple, does the increment demand stack? LQ lumber for example is a good like that, so if i sell in Elbreth, do I get a double price increment because of a two-fold demand for it?
They stack - when I worked out lumber there I factored in both the industrial and staple modifiers for the base cost (so +3, then +5 after adding in the 'recovering from a siege' modifier). So yes, it would respond appropriately.
Right now, one of the cheapest places on the trade tables to get LQ lumber should actually be Suul. Also, surprised nobody thought to pull your original design and try buying luxury goods of some kind out of Miring. They should still be suffering a -2 to base right now.

Depends what you're trying. If you're trying to get that copper as a resource, it would normally be RtD with a -3 difficulty (but because you know the copper is there it drops to -2 for you). As a business, it would be a straight 'invest money' affair but you'd have to get someone else to run it because you can't own land
and run a business. As an attempt to improve the size of your town you'd just made a roll with difficulty Town Size*2 (in this case, difficulty -2) though there would be a bonus for any businesses in the region.
Or if you wanted to start a market, it'd be a roll against difficulty 1, but that's not the same as building a mine really. So I'd guess your first option would be what you were after - gaining the Copper resource.
