It's also ridiculously inhumane. If William's truly trying to make a peaceful utopia, you think he would favor something like lethal injection instead...

And you believe that it's a good idea? Axing someone's head off is quick and without any pain. Humiliating and then torturing someone in front of hundreds of citizens will make you look like a monster. After that, nobody will ever believe in your utopia thing. The people will hate you because they think you are a bastard, and your neighbors will dislike you because you are obviously completely mad and aggressive. And remember, you're near Galam.

And it's just for that one crime, which will not be tolerated anywhere William rules. Every other execution will be swift and painless and private, most likely by lethal injection, if I can find poisons that work like that.

How is being a king or lord not making everybody your slave?

Besides, the running water, sewers, clean streets, massive grain silos, free parties, celebrations, having a citizen's council(Note: that you must have served in the military before you get allowed in), new houses, more trade, poorhouses, jobs for beggars, no gangs(Besides state regulated ones), public safety inspectors, better watchmen, and  state-licensed street performers, will balance out the more stricter changes.
Also, having the right to a press, having freedom of speech, a trial by jury of your peers, your choice of execution, and having freedom of religion will also make it more Utopian.
It will be a utopia, compared to other countries of the Storm Coast.
