Technically yes. 1 sailor specialist has generally been ruled free each season

All of them were going to be hired at a one level bonus. Depending what bonuses there are...

Basically about as open-ended as everything else. They're NPC versions of Nike. Whatever bonuses you want, we can find a way

Well, Talvius was going to be a defensive commander, so maybe a +1 for him being the defender? Alaria is going to be a Cav commander.

The third commander would be a Naval specialist, if that's okay?
