If William wanted to avoid the shitstorm,first Avitus would have to learn of everything and come up with good enough explanations and solutions so that queen is not pissed off at Will when she hears of everything.
The officials are there to digest all the info and present it to the queen in the best possible light for both parties invovled (if the official is friendly). That way everyone is more or less satisifed and everyone gets some breathing space, otherwise everything goes straight to queen, she keeps executing people for little things and no one has any space for political manouvering.
Of all people I am surpised to hear you being so enthusuastic about a queen that chokes the kingdom to ruin with her fits and blockades. I mean Avitus and I could start ignoring or "adjusting" the orders we get, but since kingdom is run in such a top-down fashion, we would not last long. There is nothing wrong with top-down system in a barony or a county or a small duchy, but a kingdom is a bigger affair and one person cannot manage all; delegation is needed so everyone can work their magic, including the queen. For now she is more of minister of the interior than a monarch that plans diplomacy and national policies.
Also, if you manage to meet Nikephoros and explain yourself, then we might arrange something with Avitus. After all, there is no personal grudge between the general and William.
