Lockdown wouldn't end until a week. Karaf wouldn't have been able to leave with the regiment while in lockdown too, due to the regiment being outside the city.

Also, I do have a scout unit on the border of the unaligned territory, so the Hatcuri would need a stealth check there, if applicable...
