Heavy should get a negative one in marshes/mires/swamps. Becuase they weigh more then light infantry.

Heavy is an abstract concept though. It could mean more troops, better equipment or just a better soldier.

The first two would still mean a -1 to battle in marshes, as I see it.
Plus a higher chance to activating traps.

I thought heavy troops meant more weapons/better armor.

Cavalry getting a -1 in marshes I can see, but not heavy troops. AndI still don't see how just putting more troops in a regiment makes it more vulnerable in marshes.

Well, the distinguishing mark between heavy and light troops most of the time referred to their weapons and training. bread-and-butter men at arms with their swords were always thought of as heavy infantry, since they were supposed to engage other inanftry. Light infantry are skirmishers, scouts and militia, who perform support role.
The distinction between heavy and light infantry is the same as the distinction between auxilia and line infantry.

as for penalties in difficult terrain: all units should get -1 unless they have specific bonus (experienced enough to travel in the marsh, originating form a wet countryside).
And i would not mind making regiments have more people. That way the battles are bloodier, regiments put more visible strain on the population (social effects and whatnot) and overall it makes more sense to have couple of thousand people rather than 90 in an army.

Heh, Ghaz REALLY outdone himself this time. Galam is a military state, one that that would have a lot of troops in the capital.

Ten unit strength beats 1 or two anyday regardless of the rolls. An odds are that they have tacticians within their army too.
