Are the two items okay?
A stone that lets you pre-prepare the power stage, and a +1 to magic staff?
Well, no. Sorry. You can have whatever background and nature of magic you want, but basically you have to follow the same rules, and risk the same risks, as everyone else. Those two items would make things too easy.
What you can have is that the power stone allows you to pre-charge a (+1?) bonus to the power-stage roll, and the staff allows you to pre-charge a (+1?) bonus to the casting-stage roll. Charging either of these items would require a stabilised source of magical power, and would take up (half a season?) of time.
I'd say to charge the power stone you have to do something like kill another human to charge it and as for the staff it requires charging with the power stone once every two seasons or so to grant that ability, that'd seem fair to me.
Why. Why must he use blood magic? He could, if he wanted to, but any source of power should be work.
