Careful diplomacy could let Ligoria get away with a bit of conquering. And there is nothing stopping anyone from waging war on each other, so long as the intent is not blatant-empire building.
Ligoria could acquire some overseas territory for the money, make nearby cities tributaries/vassals in a bunch of minor wars (for example, going to war because a foreign dignitary brought a metric shittonne of poison right into your throne room? Perfectly acceptable), and then, yeah, they could gang up on the rest of the Storm Coast and acquire the Storm Crown (has a nice ring to it, that).
It could be done. It just requires more finesse than declaring war on each city one at a time until they are all gone.
Special note: The leadership of Moun, given the diversity of religions housed there, would be closer to a Council. However they -would- need a central figurehead. Probably elected internally on a cycle of some sort.
I propose the following:
The Archbishop of Moun is elected from a council of religious leaders when the previous Archbishop dies. Upon receiving the title, the Archbishop gives up his name, faith, and former possessions (the office itself comes with a host of new possessions), in favour of serving the common good of the city. He serves as mediator between religions should conflict arise, head of state in matters of diplomacy, and the final word on legal matters.

Welp, now that I've spent most of the day reading up on the win that is this game (the YaKII thread, the wiki, and the last ~50 pages here, as well as a bit of the first thread) I've decided to sign up, if you're still taking new characters. Just two questions: Is it possible I could join up as a dynamic duo, and what's the signup format?

I don't think there would be any implicit problem with you being a Dynamic Duo.
