From what I recall I was left hanging outside the palace when my audience request was refused right? I had a couple of proposals, mostly to do with myself (retainer/general) rather than just the mercenary service, but I will deal with that later.

Also, is the entire Experience and Upgrade system for soldiers in place? If so , mercenaries are much more useful in local, small-scale wars that citystates typically wage. Actual raising of peasants for and formation of standing regiments out of them is quite the alarming thing in a place like Storm Coast. Unless you are dealing with an actual invasion, most states usally avoided raising and arming peasantry, out of fear of discontent and uprising.
