This is true. Until word spreads that the blood soaked hedge-knight was found extorting a tavern owner shortly after appearing in court, you won't know about him.
And even if word spreads, you might not find out about him because so far only two guardsmen have actually seen him in action and there's still a (slim) chance he'll talk his way out of the situation.

But Elfeater did walk into a tavern that royal soldiers frequent with a whole regiment of thugs at his back, so it's likely that word will eventually spread of his...actions. Even after, or especially after, he's split town.
Also, I don't know why you're talking about Kain's subjects here. Sheepstead is pretty clearly under King Erik's domain

You likely will not become head spymaster dude right after waltzing in off the street. But you might be put in contact with whoever /does/ become head spymaster dude. And someone is going to become head spy master dude, because Kain is currently only allowed to deal with stuff inside the Kingdom.
