Alright, I know I promised I'd stay away from this today - and I intend to, after this! - but I'd been meaning to do this anyway so I figured I'd draw up a map of the Gulf of Storms/Swastamik region to give you guys places to put those city-states. The coast is all done in rough guideline format and I haven't drawn any political boundaries, but the sheer number of cities I've dropped in should give you an idea how broken up the Storm Coast really is. At a much later date, this will transform into a real map (probably as a result of explorer characters).
Feel free to add in resources, and create new resources if you wish (the Trade Potential system means that I can really afford a much,
much greater diversity of resources than I currently have) although most of them will copy their stats from the pre-existing ones to keep merchant adventures from getting too complex.
I'm going to
bar the following resources from appearing in the Storm Coast states: Spices (exception: saffron will appear in Samakhet), Tea, Coffee, Tobacco, Sugar, Kyrite (exclusive to the Swastamik region), Ivory and
possibly Opiates. Some things should be exotic, after all. Beyond that, knock yourself out and don't be afraid to throw in new resources like Clams, Olives and so on. On the other hand, don't give every minor state a unique resource - it will be okay to create 5/6 new resources total across the Storm Coast.
Edit of lesser justice: Sailors are produced in ports as normal. Why? Ports don't train sailors, they attract sailors. Unless you utterly wreck a port to the point where it isn't a port any longer (just a smoking hole in the ground) there will still be somebody with at least a rowboat and a fishing rod trying to make a living off the sea.
On the other hand, things like engineer academies I can see being raidable to stop production or steal specialists.

how small Elbreth is in the grander scheme of things.

There is somewhat less pleasing news from one of your fellow merchants. Now that Spring has started, Vasir is reintroducing its 10% Sales Tax on goods. You just managed to avoid it this time, but it appears that the tax holiday had been in honour of Duke yl Marchis' 50th birthday. This tax rate is about equal to the rate going in the rest of the Storm Coast.
And for a'Valti:
You make some short inquiries at Port Sleen. There are still serious shortages of staple goods and instability will be keeping military goods prices high for quite some time. [4] Grain is selling for the princely sum of
2.5d/shipment, should you wish to cash in on your investment. At this point there is no sales tax in place in Miring, though rumour amongst the merchants is that the sales tax in Vasir is being reinstated and will now be in line with that along the rest of the Storm Coast.
