Just like to clear something up. The guards shouldn't have gotten a -20 BS penalty to shoot Eli, unless he had the hard target trait.

I thought we had already agreed that they got the -20 hit plenalty because I was running. Directly at them, sure, but I was still running.

Well, in vanilla, the penalty only got applied if the runner had the hard target trait so...

Until the beginning of the character's next turn, ranged attacks against him/her suffer a -20 penalty to Ballistic Skill Tests, but melee attacks gain a +20 bonus to Weapon Skill Tests. As far as I know, Hard Target adds an additional -20 on top of that.

A couple curiosities:

Is there a waiting list? If so, can I be on it?

On a more technical aspects, I'm not really familiar with DH, just Rogue Trader. Although I plan to eventually get hold of the DH books, I don't think it'll be very soon, due to budget restrictions... Could I still play if a spot opens? I think I could acquire the main DH book without much problem and I think some friends of mine have a few books and could lend me them, but I couldn't count on it.
