(The mood in Fallout would be sadness for the loss of a great world and happiness because you can improve the rubble. The mood in Metro 2033 would be the same mood that the last person on Earth would have when he realizes that humanity is marching steadily towards extinction)

The world is speeding towards the end. London is probably the only place that still has people, and there has been little in the way of radio transmissions. Still, England walks down the wasteland road, remaining determined and cheery despite it's impending doom, like it always has. The world may be ending, but that doesn't mean the English have to act panicky.

Where is it set?

What is the general theme? (Example: The theme of Fallout would be "Letting go" and the theme of Metro 2033 would be "Knowing what you are dealing with and knowing when to not kill is the path of enlightenment")

Post-Nuke London is a mish-mash of forests spanning blocks and ruined buildings. If you had a plane and you looked down from the sky onto London, you'd see indistinct patches of green and more defined ruined buildings.

How bad is mutation in Post-Apocalypse London?

The humans that remained on the surface during the nuclear attacks were mutated horribly. Some were transformed into beastial humanoids, while others mutated into psychic creatures. Others still were mutated into something else entirely. The ones that hid in the London Underground were relatively unmutated, luckily enough.
