[GRAZER:0]? [NO_EAT]? Butcher them as soon as you tame them?

Reducing the graze amount increases the amount of grass they need. Increase the number to something like 1000 or something. That number is the amount of nutrition gained from eating one grass. If you change it to 20, they'll only get 20 nutrition from eating one grass. They'll starve unless you increase the graze amount to like 1000+.

My giant panda has the starving tag still. He doesnt seem to be eating. I reduced grazing to like 5, and removed the specific food requirements. Why isn't the starving tag going away, and why could he not be eating?

Butchering hardly counts as editing, Leonance.

Anyway, increase the grazer tag to a very high number will stop them starving. The number is the amount of nutrition they get from eating. So the higher the better.

[SPECIFIC_FOOD:PLANT:BAMBOO, ARROW]
[SPECIFIC_FOOD:PLANT:BAMBOO, GOLDEN]
[SPECIFIC_FOOD:PLANT:BAMBOO, HEDGE]

Get rid of these tokens.  Because of them, pandas will starve if your pasture does not contain one or more of these three plants (it almost never does).

I just figured they were using the pandas as a food source.

Fixed it. Put grazing to a very high number.

They will still starve eventually if you don't have bamboo, or you don't remove the bamboo tokens.

I JUST said that.

Oops. I forgot about that.

Personally, I've just removed the [GRAZING] tag from all the animals that have it.

Becuase at the moment, the whole concept is broken.  As it is, carnivorous animals are easier and cheaper to keep than herbivores, which is the opposite of reality.
