Currently, the people in the street's are starving and many buildings have been destroyed in the rebellion. Feeding the people would cost money, since you would have to import it from other countries. And repairing the buildings would also cost quite a bit of money, the choice is your's glorious leader.

I'll just do the obvious thing.

Food is distributed through the streets, and builders are working to rebuild the nation. The next important item on the agenda is to make a decision about our army. There are two clear choices we can make, should we have a standing army or a drafted army? A standing army will allow your country to be prepared for any attack, but you will have to provide housing and food for the army. A drafted army will allow you to quickly draft an army, but the happiness of your population will decrease.
