I've got an idle dwarf with glassmaking and furnace operating enabled, but he still wont go make that raw green glass.
what am i forgetting here?

Bags for sand collecting? Dont think you need furnace operating on... but that shouldnt stop it.

sand is collected, but i dont think thats the issue.
he wont even go to the shop to give me a cancel message.
he has a path
i have no burrows.

Make sure the workshop is allowing him to actually work there through the profile.

The fact that he's not even trying to work there means some how he doesn't have permission or knows he's supposed to work in that shop.

Also make sure the workshop isn't made from a material that has been forbidden.

Cancel the order and re-order it, I find dwarves are a tad stubborn when they are assigned new labors with existing jobs.
