I allowed my leader to turn himself into the police--it is my first playthrough after I wondered here from the d.f. boards--and I had accomplished making the three branches of government liberal so I figured I should go legit and wait for the good laws (and legal bud) to roll in. 

He got 9 consecutive life terms =D

This, mind you, with a lenient sleeper judge and "his childhood best friend" on the left wing jury.  Granted we pulled a prison escape same day-leader was kinda irreplaceable-I built him to be a brainwashing guru, who can break a corporate exec in under a week (personal record 3 days with hallucinogens). As a result he owned all 40+ sleepers.

Everyone else is legit though, which made me savescum in horror when my newspaper staff lead by the second in command who has already been tried for treason+murder twice, defended herself both times, and won both times (ex-liberal judge), got a cia siege, innocently surrendered having no criminal record at all.

PATRIOT.

Once you get the Intelligence Community interested, there's no stopping them. Your actual crimes won't really matter at that point, becase fair trials are not the way they work - they siege your safehouses and execute everybody inside.

That happened to me once, but I didn't realize that I was fighting agents. I always choose to fight enemies in my own backyard (Which, after dozens of tanks and firemen attacks, ends up having no walls to buy me time.), but I thought it said it was the police.
The peculiar thing is that my parents listen to the music channel in a nearby room a lot, and I swear that I heard it playing "You Know My Name" from Casino Royale.

Is it just coincidence that as laws involving the Intelligence Agency get more liberal, the agents are seemingly easier to fight?

Well, it is not a coincidence.

As laws are going more liberal, your crime squad gets more juice, members and skills along the way (unless you just let your sleepers do all the way). Because it require some time that you have been using to fight back the conservative machine, and thus earn juice, skills and recruiting members.

As you get more juice (and more agility) and more weapon skill, you get deadlier. So the same agents are an easier fight.
