Don't know much about Atlus games, but let's cull the list a bit.

Is it part of the Megami Tensi/Persona Series of games?

but, but, I only had 3 on my list, and the other two weren't classified as tacitcal rpgs.... curse you wikipedia!

It was released before 2006, so that might help think real hard, and search it will come young one, may the force game be with you.
