Mist using grates?

If water falls straight through a grate or horizontal bars will it generate mist or does it have to land on solid floor?  I'd like to create mist on several floors using the same waterfall but I'm not sure if this would work.

I believe that mist is generated on all levels below the level from which the water falls from. Regardless of whether the water hits a floor or not.
