there is a waterfall on 15.03 where the one canal splits off from the other river. Kinda not sure what else you mean there.

Yes means we move on, and you get options for forests and the like and the current actions become more expensive.
No means we keep going in this age of waterways for 5 more turns until another vote at turn 25.

rapids on 16.08

river from 16.08 through 17.07, 18.07

canal from 16.09 ,17.09, 17.10

a large lake on 17,07.close to the edge of 18.08 and another one on the edge between 17.07 and 16.08. dipping into 16.08, straddling the lower half of 17.07, and ending at the corner between 17.07, 18.07, and 18.08.

That should be 22pts? If i'm over, then change the lake to medium and restrict it to 17.07

and I vote yes

To move both these hexes to land would cost too much for your 8pp.

First you have to remove the whirlpools, in this age, that costs 4pp, per hex. Meaning 8 for two.
Then, to move from ocean, to shallow ocean, to beach, to land, is 3 <->'s meaning 6pp, so for two hexes that alone is 12pp.

Rapids on river in 04.03 and 10.05

I'll vote yes.

Oh yeh, and some free actions if available

Widen rivers in 10.05, 16.07, 14.03, 14.02 04.03 and 9.05 to canal size
