They set up a bomb in my rum factory and you have an option of either spending money upfront to disable the bomb or lose 3 or 6 months of production.  Not sure what else they do, as that event seems pretty minor.

I think the 'bomb' event is a standard effect of having rebels on the island, isn't it? Sorta like random assassination attempts and worker strikes. Unless all of those are tied to pissing off one of the different factions too... come to think of it, worker strikes are kind of a commie tactic, and Communists are right up there with Environmentalists in the "annoying to please factions" list.

But yeah, damn the Environmentalists some days. Mining is an awesome way to make some early-game money, and back in T3 logging was basically the only guaranteed industry. (Now we've got importing, so every industry is possible, and I've seen at least 1 island where even logging was impractical...)
Oh, and my personal favourite? The silly hippies complain about high pollution, and they complain about a lack of garbage dumps to reduce said pollution. However, your first garbage dump's completion is likely to be heralded by the Environmentalist leader hopping on the radio to cry over the loss of the grassy field upon which you built the dump, including "25 plant species, 12 types of reptiles, and one... cute... bunny." Oh, sorry dearie, I was under the impression you were threatening my regime because I didn't have enough pollution control, and I could've sworn you had a mission active for me to build a garbage dump.  ::)


Humanitarian Aid is pretty powerful when appeasing the communists and having people not die while waiting for the college to set-up and churn out enough for itself and generals to keep a good flow.  (I tend to lose a lot of newbie generals around that time period...)
Pro Tip: You can keep Humanitarian Aid going as long as you please if you do not mind losing a few citizens every 7 or so years... (I've managed +200 population without health works...)

Wait... what are the requirements for Humanitarian Aid, again? I remember in T3 that you needed a diplo ministry, which was free if you had the Diplomatic trait but fairly expensive and mostly useless otherwise. Given that most of the foreign edicts are even bloody harder to get now (Ministry + college-educated minister + Foreign Office), I'd pretty much written Humanitarian Aid off as either useless, or at least prohibitively expensive compared to building a clinic.

Truth be told, I usually get a Clinic pretty quickly anyways; T4 seems to start you with more college-educated workers, so getting formal health care set up isn't nearly as expensive as the old foreign-expert-hidden-cost scam used to make it. Getting a Clinic is usually delayed only by laziness; stupid lazy builders have enough trouble setting up the buildings that make me money, to heck with the buildings that keep people from horribly dying from treatable maladies.  :P

I love the garbage dump response from Sunny Days.

Humanitarian Aid is free, under 'general'.  It truly is free, with no set up costs.  You only need to wait till healthcare or food drops under 40% happiness.  (1% - 39%)

Obviously this tact doesn't work when you don't have free immigration...  When every life is precious and the damned random event generator gives you disaster after disaster killing 5-10 tropicans each time within 3 years... (Yes that happened to me in sandbox...)

Well, either way, great 5 year buffer if nothing else.

Okay, I have been watching an LP of Tropico 4, and I think I know most of the mechanics except for one: the Council of Ministers. Can you tell me all about it?

Or even better, can someone point to me where I can get a legal and free copy of the Tropico 4 manual[/i]? I've been annoyed trying to understand all the mechanics from this game from this poor LP.

Basically, you are manually appointing your ministers.  You need them in each respective field to pass edicts.
They also need at least some experience in their respective fields, a minister of military needs experience as a soldier or a general and when you appoint one, it unlocks military edicts and what-not.

It has other uses, you can set it to 'convince' people to vote for you and some others which I don't remember.  Does this help?  Probably not.  Been way too long since I booted it up and if you want to get more out of me, probably more specific questions.

Fun Fact: Female secret service can be made into a minister of internal affairs, but, in doing so, their face icon becomes male police.  Unless that got fixed.

Yeah, I just downloaded the Tropico 4 demo outright and tested it out. There are basically three types of "governments" (or rather, work modes): a Council of Minister increase exp gain, a Junta reduces the rate people become rebels, and the People's Committee convinces people to vote for you.

Overall, I don't really see the point of T4, it seems to be rehasing the same stuff as before. Though I do have the itch to try to run a military dictatorship with no elections...

Why we have T4:

Developer: Hey I have some ideas we could add in to Tropico 3 as an expansion. It would use the same engine and basically the same game but add in some new gameplay features. It won't take long to implement and will be pretty cool! We could sell it as an expansion and everyone will love it!   :)

Publisher: Hmm... How about...

Tropico 3 - Slightly Improved! $19.95

Tropico 4 - Same old shit with some new buildings! - $49.95!

Maybe $10 less.

I use ministers exclusively. I didn't much reason to use the other gov't types.

I was going to say Tropico is the name of the island, not the name of the President...but considering how the campaign have you hop across multiple islands (many of which outright are not called Tropico) and that there are loads of randomly generated islands out there...

I'm going to name my next Presidente "Tropico", and have him name his island dictatorship after himself.

I think the first garbage dump message where the lady complains about meadows and bunnies only happens when you build the dump in a beautiful place, but I haven't experimented on that.
