I found this in version 27.173.38a.

I've reclaimed a fortress and have a lot of the dwarves from the prior run milling around the map.  Some of them produced children during the Reclaim Fortress game and the infants were counted as being a member of the fortress population.  They're listed on the unit screen with the active dwarves, specifically.

Those prior dwarves are buggy in general.  I'll handle it all at some point, but I'll note this down with that stuff.
