Well, we just had another time loop. The last time this happened was when overseers were needed to be changed however, I also noticed that last time, there were a group of humans heading towards the vault and it seems to be the same group as last time. Maybe there's a time lord with them?

You could try save scumming and seeing if the same thing happens and if it does, just make a slab for him at the start of the year and making sure the labours won't let them do anything else.

I've save-scummed 5 time, as i've said.  He batters and ends up killing at least two people before anyone even looks at the make slab job.

I've save-scummed 5 time, as i've said.  He batters and ends up killing at least two people before anyone even looks at the make slab job.

Put only mason and engraving labours on everyone, make sure only the make slab and engrave slab jobs are on the craftsmen and mason workshop. That or you could always ask IT if the situation is bad enough to use some external tools.
