Because that would be sensible, and sensibility is the enemy of fun, a key component in the HFS.

Dwarves only remove the top when they gather clay and their's always a top so they can always harvest clay.

why don't any plants grow on the beach?

At night, marine dwarves go upon the shoreline to gather all the nearby plants. The current bare landscape is a result of overharvesting.
