Because there are strands of hair from dwarven beards on EVERY wall and cavern, making the climbing impossible. (Yay for dwarven beard references)

beards are acting in the interest of natural selection. the spikes destroy the spore release mehanisim of any dwarf stupid enough to wear the loincloth, preventing breeding and causingthe improvement of the species's genetic material.

sadly, by the time the beards had developed this method, dwarfs had lost the ability to put on new clothes rendering it useless.

why does the quantity of material rise in an inverse relationship to its usefullness- case in point-MMMIIIIIIICCCCCCCCROOOOOOOOOOCCCCCCCLIIIIIIIIIIIIIINNNNNNNEEEEEEEEEEEEEE!!!!
