Above the suface, you mean? Below the ground? Next to a mountain? The question may be 'up there', btu the context is sadly lacking.

When you create the world, you can set the number of open sky Z-levels to create above ground.  This defaults to 15, but you can set it to whatever you like.  Once you've created the world, you can't change the number of open air aboveground levels.

Yes above surface.

If you need more Z-levels on site, create them. Strip away layers of terrain with your miners! You are a DWARF! Terraforming is not beyond your ken!
