This may not be a bug, but could dwarves be made a little smarter about what they encrust/decorate? They seem to grab the closest item to their workshop always, and this results in things like my current game where the same leather quiver gets covered with bone, shell and gems while idols and goblets made of gold sit untouched by the crafters. The jewler grabs the quiver, encrusts it, and then goes and grabs another nearby quiver while a worker comes and returns the encrusted quiver to the stockpile in the same place, near to the jewler's workshop. Frustration ensues as when the jewler looks for a new item to encrust he sees the same quiver as still the closest item.

Bright day
I got stilt mechanism doubly encrusted with diamonds. Sure I bought out entire caravan, but my fortress is self-sufficient...   :(

It's not a bug, and adding more control/intelligence is on to-do.

I found a really easy work-around for this.

Tag out a room a ways away from your usual workshop area, two squares higher/wider than you usually need is good. Stick your appropriate workshop/s in there. Build the paticular items you want encrusted next to them and get them in there. Next designate a square next to the item as a stockpile of the appropriate type and then remove the item. The dwarf that uninstalls the item will (almost always) drop it in that stockpile, and since it's the closest item in a stockpile it gets picked for fancying-up.

It's a fiddly workaround, but it will work.

As long as there are zero controls over what ends up where, it IS a bug.

No, don't forget--the game is in alpha right now.  The basic gameplay is very complete for an alpha, but there are still gaps... and one of those unimplemented features, even an important feature like this one, isn't the same as a bug.

A bug would be if a dwarf ran off and encrusted a wardog with plump helmet spawn.

...that'd be like giving your dog planty tentacles, or at least that's how I'm imagining it. Seems very Parasite Eve-ish.

Funny, the way I was seeing it would be like you carved spikes out of a pineapple and glued them to your dog's head.

It seems that jewelers will encrust items that belong to other people as well.. is this supposed to happen?

I wonder why is there even the option to encrust ammo...I mean,perhaps goblins do like fine art,but I doubt they like it lodged in their intestines.

now,weapon encrusting wold be much better for creating ceremonial weapons etc...
