how to mod diablo 2 lod 1.13c?

I like the vanilla game but not how broken some things are (poison skeleton magi for the necro, act 3 and 5mercs, and Id like to revamp some items, such as throwing potions)

So, which editor programs do I need to do this in 1.13c?
