FPS Cap Problem

I have set my FPS cap at 300 yet it never goes above 60 either when its paused or on my 1 dwarf, tempatureless, weatherless map.  Is this a game bug? If not is there anything I can do to fix this?

it's a problem with V-Sync. Go to your video card settings, disable v-sync, and it'll speed right up.

DTC.

Right-click on your desktop, go to the "parameters" tab, then "advanced", and, well, search there.
I translated from my own system, maybe it's not exactly the same.

Just as a point of curiosity, why would you want more frames per second than your monitor's refresh rate?

I.E. if you monitor has a refresh rate of 60, why 300 FPS?  That's 5 frames, 4 of which you never see.

Well, it might not matter much in DF, as "frame" means something a bit different than it does for video (not that the human eye can distinguish between a film at 29.97 fps and one at 60).

There is no 'parameters' tab.

"Parameters" is surely how Microsoft translated its infamous "Settings" tab for the terrifying monstrosity that must be the french language Windows OS.

The game's speed is set to the framerate it's going at. A framerate of 100 is 40% faster than a framerate of 60.

Yes, frame here is not the number of time per second the screen is drawn, but the number of game turn per second.

I would like to point out that we're not talking about film. Film has motion blur. Video games do not, and as a result a higher framerate is both noticeable and desirable. It is, of course, irrelevant to the coversation at hand, but I'm bored.
