Flooding cages doesn't drown the contents

I had a bunch of goblin prisoners.  I set the cages up in my floodable entrance hall and flooded it.  There was a cow caught in there too; I waited until the cow drowned, then unflooded it.  Everything in the cages was still fine.  

I thought cages were made of bars and were anything but airtight?

It just hasn't been handled yet.  Contained creatures are separate from the world in many ways.
