This is lying around on the ground with a bucket, apparently dropped by some forgetful dwarf.

Water should not rot.

I don't know, definately not 'rot', maybe 'questionable'. I know I wouldn't want to drink a bucket of water left lying around for days on end, especially in the conditions the dwarves endure. It should be usable for other stuff, though.

Could be stagnant, fetid or 'previously used  for spongebaths'.   :D

There are usually some teeny weeny organic parts in water. Floating around, I guess. They rot, and they can make the water smell pretty bad.
