I'm restarting this. I may have only locked it for a few hours (well, minutes) but in that time, I gained my interest in the game back. The game is now alive again!

Specialist soldiers do not have any type of soldier listed in their requirements, I just want to double-check that they can be built from scratch without needing to upgrade from a recruit.
