The stockpile two-step

Dwarf gathers materials for a task.  Places them at the workshop.

Dwarf decides to go on break.

Other dwarfs come by, take all the gathered materials, take them all back to stockpiles.

Dwarf comes off break, starts gathering up materials again.

Dwarf decides to get a drink.

Other dwarfs come by, take everything back to stockpiles again.

Dwarf finishes guzzling, gathers up the stuff again.  Starts work.  Decides to go to bed.

Other dwarfs come by and put everything in stockpiles again.

This is a major enough mis-function, happening often enough, that I think it qualifies as a bug.

I have three options here:

1) Flood the base

2) Undesignate all my stockpiles until the damn task is done.

3) Wait a year or so without designating any new tasks until everything is done and most dwarves are idling and THEN, if luck will have it, some dwarf will start it right after eating and drinking which was right after waking up, and be able to get it done.

Could there PLEASE be some sort of "lock" by the workshops so that materials IN the workshops that are required for the tasks listed DO NOT get tasked to go back to stockpiles?
