The "month end project" may be misleading due to the word "project." I'm pretty sure it is just implementing some of the sponsorship critters.

No, the month-end project is a few years old.  And even in the recent dev posts he mentions working on the MEP and then shifting gears to work on sponsor animals.

Strictly speaking, it is in a non-accessible section. There are no hyperlinks to the Subgames page.

Speaking of subgames, E.E. doesn't get enough love. Oh well.

I did see what you did there. I guess that means that the subgames are still slightly more accessible than VN. You can get there if you have the link, while getting into VN requires a special authorization from das Toad.
