Simple, really.
General Emil Kamenskoi is the Leader, no matter what, but he's smart enough to let people get represented during the occupation. Think of the USA's type of Democracy but with a president that cannot be removed.
Second, the Communist type is explainable.
The Internationalist thing promotes working between other nations, rather than being Isolated. Think Soviet Russia but not so damned self reliant and paranoid.
The Anarcho-Syndicalism is now removed. Is Capitalist thing.


Yay, Liberal Communist Army making Protectorates.

I figured that province 42 was too close to Taricus for comfort. Hopefully I'll do Sheb proud (though probably not).
